Al Capone would sometimes force, threaten, and even bribe to get what he wanted. Police officers would have gotten paid off or bribed by Al Capone. President Herbert Hoover had the Manley Sullivan case in mind (Manley who was as well a bootlegger who had been convicted of failing to file a return showing his profit.), had thought of Al Capone and had instructed law enforcement to find fault in Al Capone's records.

 

Al Capone's first criminal conviction was in May 1929, he was arrested for carrying concealed weapon in Philadelphia. Which led him to be sentenced for one year in jail, and later was released in March 1930
